What server name are you specifying for the incoming mail server in
Netscape? Can you ping this *name* from the client machine?

Make sure that the pop3 entry in /etc/inetd.conf is uncommented, and then
restart the inetd service with "/etc/rc.d/init.d/inet restart"

I specify mail.school.edu.ph for the incoming mail server on
netscape.....With regards to the result; It is now working properly. I can
now Retrieved and send mail using netscape...
